Brambles damaging my Fathers fence

My Father had previously complained about brambles on council land (that have not been cut back for several years) that had overgrown into his garden and collapsed the fence bordering his garden. Yesterday I cleared this from his property but the brambles are still a problem and will regrow over the footpath and into his garden again if they are not cut back soon. He is elderly and disabled and worries about access to his front door because of the vegetation issue. Please can you arrange removal of the same in the area as soon as possible?
