The parking area of the sheltered housing needs cleaning from plastics and dry weeds

This problem keeps happening every few months and cleaning by hand is not effective, besides all the residents are disabled and of poor health and they are billed for this service. I suggest after cleaning it needs to be sprayed with something to supress the growing weeds as it is a paved parking area and no fear of leaking harmful substances to any plants. It would be helpful if the residents were informed of the day of cleaning so that they would shift their cars a little bit to make cleaning close to the corners more accessible. Thank you for your assistance.
