Damage to outside buildings and shared path

Hi I reported a problem with a tree growing in the allotment garden and a tree surgeon came out to remove the tree. However, they left the stump and were supposed to take it away. It is still there and is still causing damage . Please can someone take the stump away so that I can ask for repairs to be done to the shared path which is dangerous and a trip hazard especially for my elderly neighbour who is 89 and is struggling to walk on it
