Daily parking on pavement from different cars

Multiple card using this area to parked on a daily basis as shown in picture of today's car. They are visitor to house behind the wall. This has been reported on several occasions but nothing has been done and sometimes pavement blocked completely which is dangerous to people on mobility scooters or have kids as a busy road.
