Camper van is AGAIN on double yellows and preventing deliveries

I find myself reporting this camper van once again - it has been on double yellows for two days, and the council continue to give it special privileges for some unknown reason. The disabled badge appears to be for another vehicle in its window but again BCC ignore this. Why? Why do you never; ever do anything about it?
