Extremely noise car

I'm not sure if anything can be done here but in Wolseley Road there is a vehicle that when started up sounds just like a bomb going off, particularly if it's outside of a house with the windows wide open in this heat. The car is roared up the road and through the adjoining side streets and Gloucester Road and can be heard for quite some distance. This occurs at practically anytime, day and night. The driver is not the sort of person I personally would care to get involved with and wondered if anything can be done as this is far in excess of any other cars and in fact worse than most motor bikes. I would be glad of advice. Thank you.
