I am not surprised your "investigation" resulted in no action as there would have been no puddle on 11th & 12th July. There had been no rainfall for well over a week.
Try coming back after it's rained and you will see that the "repair" done by your contractors has resolved one problem and, in doing so, created a worse one.
It's great that there isn't a pothole any more but the problem of the massive puddle formed by their repair is a bigger problem than the pothole ever was.
