Traffic lights do not sense cycles and do not go green at night

The lights controlling traffic emerging from bath buildings do not detect cycles, and do not turn green until a motor vehicle triggers the sensor. The phase normally comes after right turn arrow for A38 north traffic. I have noticed this several times- usually at night. I waited up to four cycles with no green light. Fix this problem by ensuring the bath buildings phase is always enabled independent of inductive loop. This is an important route for cyclists so please make this simple and inexpensive adjustment.
