Drain blocked by builder's materials

You've just closed my last incident about this without any update or having fixed the problem. The drain is still blocked, possibly by concrete. It's full of leaves to within 6" of the grate as you can see in the picture. I realise most of the city's drains seem to be in a bad state, but this one maybe completely blocked now.
