Obstructions at junction of Elm Road and Oak Road

Dangerous parking on the corner of Elm Road and Oak Road is causing an obstruction to what is already a very tight corner (see photos attached for example). Parking often blocks pavement too. Larger vehicles struggle to get round and often damage other cars parked along Oak Road. Is it possible to get double yellow lines on the corners here to ensure this is a safe junction?
