Car constantly parking on pavement

Car is parked on public footpath everyday despite having a driveway. This prevents pedestrians including those who need to use prams/pushchairs or mobility equipment having access to the pedestrian walkway. This is also a narrow road leading to a small cul de sac and pushes traffic to only use one side of the road.
