Overgrown public space affecting our back garden

This area is very very over grown and is starting to impact and push over fencing in our and our neighbours back garden.

The bramble are VERY sharp and continuously get caught on washing on the line.

We have cut them back previously but seem to be coming back worse.

Please can you confirm what can be done to stop this from impacting on our garden?
