When is the intended pass through being enabled?

Sent to Bristol City Council less than a minute later. FixMyStreet ref: 3723636.

Part of Queen St and all of Castle St. have been turned into a one way street and this means that there are longer city centre journeys for occupants, visitors and contractors leaving Kings Orchard, the one way system was intended to be invoked when a pass through was constructed linking Castle St. to Tower Hill. Some signage has been implemented but a full assessment of all access points to the affected road system has not been carried out. Also the change of directional flow was not clear in the planning documentation from the outset, it only refers to the reversal of Maybush Lane.
