Motorbike permanently blocking pavement

This motorbike is illegally parked on the pavement 24/7 365 days of the year. It is never used.

I cannot walk past it, it is blocking the pavement. I have witnessed disabled people, people in wheelchairs, elderly people, and mothers with pushchairs having to reverse, walk back etc.
