Over grown bushes onto foot path

When cars park on this side of the street where bushes are overgrown, we can't get by with a pram. I seen the mobility scooters have to go onto the road to get by. People should leave this foot path clear. Bushes may be cut nice but not cut back off the path. Council have a word please.
