Seriously irreparable pipes simply removed

Irreparable pipe has simply been removed and no evidence of a new pipe being laid under public highway. The sinkhole will simply occur again. What was the purpose of this pipe, what public authority owns it and has responsibility for it maintenance? Without this knowledge, the sinkhole problem is not resolved, only covered up
