Tree overhanging touching property

Impossible to hang washing on line as it catches the washing and hangs over part way, hanging over my fence. All the seeding has caused lots of growth in the guttering and being a single parent of small children I cannot remove it which is causing it to crack. I have no light in the Children's bedroom I have to keep the light on which will cause large electric bill.
