Possibly illegal roadworks and Large amount of rubble preventing proper use of public lane

A public lane and right of way between 10a & 12 Mayfield Park North was recently dug up. Locallly we understand this lane to legally be the same as any road as it has been an issue in the past. The hole dug was for No. 12 Mayfield Park North. They presumably had permission from the Council to do this, but I'm not sure. The hole has not been filled in properly, a very large amount of loose rubble, earth and debris has been left in the lane and spread out to several inches depth. It should be in the hole. That means a sinkhole will later develop where the hole was dug as it has not been recompacted. I use this lane with a pram, dog and other child. There is a slim concrete pathway on one side, but the lane itself is all but impassable for a pram to be forced down over all the rubble. The manhole cover further along the lane also hasn't been put back on properly. My child has already tripped on it, and I imagine others have to. It was some kind of household sewage works and what looks like very weak piping is barely buried at all beside and along the length of the concrete path. It was exposed for a time, and is just covered over with more of that lose rubble that should be in the hole. I doubt that piping it will survive very long as I've seen heavy delivery vans in that lane sometimes. All in all it's very shoddy workmanship which may have been carried out illegally in the first place given that it is legally the same as any road or pavement.
