Citizens garden and garage (converted into living room) become flooded frequently in the autumn/winter months caused by surface water coming in from the public right of way into her garden. There is a lack of drainage which causes flooding

This has been happening since I move in in 2016. But on Tuesday 16/8 I was home from work and saw where the rain was coming from. From Up in Glen lane , then across the road and down over pavement, onto my drive and down my front steps then down my side alley into my garden and floods my garden room. Which is the lowest point. This is the first time it’s been so bad in summer. And I usually put everything up on blocks in winter. But this time I wasn’t prepared. And for the first time saw where the deluge of water was originating from. I have more pics but won’t let me upload them. If there was a drain at the foot of Glen lane this would help? I had previously for 6 years was just the drain off from my drive but now I see I’m the recipient of surface water that is encroaching onto my property having originated at top of Glen lane. Would be good for someone to come out and let he talk then through what happens and talk through resolutions. I see that DEFRA produced a Surface Water Management document in July 2021 and I’m going to try to read that and see if I can work out whose responsibility this is. And I’d very much appreciate your help navigating it all. I’m a single mum so don’t have a husband to help me. And I’m still in shock that I’ve found thr source of the water! Glad I was home on Tues!
