improvement suggestion for barton hill settlement

Suggestion: I coordinate the Alive Wellspring Settlement Community Gardening Group at the Wellspring Settlement (Preciously Barton Hill Settlement) with another member from their Social Prescription team. Outside the top entrance to the Community Centre there is an overgrown triangular roundabout (marked with arrow in attached photo.) We began transforming the green spaces in and surrounding the Community Centre in March '22 as a Green Social Prescription scheme and many local residents comment how they benefit from the improved planting. The group members have frequently requested planting bulbs in theis triangular roundabout (currently around 1 tall raised brick structure, filled with soil and with grass and weeds growing on top. It is apparently maintained by the council and mowed periodically. The group want to have beautiful colourful perennial bulbs planted there to make their neighbourhood more attractive, and support pollinators, and bring a smile to passersby. We have budget to do this, relevant Risk Assessments, and willing volunteers to do the planting. We also have the support of Avon Wildlife Trust's Next door Nature initiative, so it would be a community bulb planting with the planting maintained by the local community. We would like to propose starting off with planting up a small section of the roundabout, and we would fence off a small section with homemade willow hurdles and a handmade wooden sign we have made to make it clear to council maintenance workers which areas to avoid mowing. We have the necessary tools and would take away any waste created during planting event. It would not create any extra workload for the council workers, we would just ask that they avoid mowing the demarcated area. We have a team keen to do this on Thursday 3rd November. We can't make it much later as Spring flowering bulbs need to get in the ground ASAP now!
