Domestic and Commercial waste containers on footway

Sent to Bristol City Council less than a minute later. FixMyStreet ref: 3902162.
The footway here is frequently obstructed by both residential / domestic waste (from premises above pub) and commercial waste (from pub). Both have off-highway space for waste containers and so the containers should not be stored on the footway.
This is a narrow footway beside a busy road, close to both a school and childrens nursery. There is no valid reason for the frequent obstruction of the footway here.
