Roadside drain not functioning

Roadside drain not functioning - has been cleared of gravel recently, but simply fills with water that doesn't then drain. Road streams and floods with water - suggest is a deeper problem than the roadside drain. There are three roadside drains that do not appear blocked but are clearly not functioning - have made a report for each.
