Drain completely blocked with mulch

This has happened every time it rains in the autumn for the last two years because the leaves and mulch are not cleared from the street. When this was reported last, a different drain was cleared but the one causing the problem was untouched leading to more extreme flooding this week. Usually we use a rake to poke a hole through the mulch to try and drain some of the water but that's not working this time leading me to believe that the blockage is much more severe. Please can we get the leaves and mulch cleared regularly on this road during the autumn to stop this common problem reoccurring, and could this current blockage be cleared as soon as possible. Thank you.
