Large Poplar Tree very close to buildings - needs pruning for safety reasons, could cause damage if branches break.

This beautiful mature tree has never been pruned and is getting very large. If any of its branches broke off in the wind they could cause damage to buildings located very close to it and people who use the lane (residents and walkers accessing the woods). The residents are worried about the potential danger it poses if not maintained. The residents have no idea who owns the land - it might belong to the council?
