3 x lampposts not lit

Sent to Bristol City Council less than a minute later. FixMyStreet ref: 3986867.
We have 3 lampposts that are not lit. The lights on the path leading to Elm Tree Farm, which is a care farm that supports adults with learning disabilities. The road to the farm is in darkness from 4/5pm onwards. We are not certain who owns these lights, or where can we get this information from.
