Blocked drain/gully close to our property with cellar flooding

Further to reporting a drain/gully blocked outside our property, this drain (uphill) is also blocked. Please could you attend to clear both drains as a matter of urgency as they could be the source of our cellar flooding (present since 6am 4/1).
