These bins are permanently blocking the pavement at the top of Truro road

When are these bins going to be taken off the pavement? There are also 2 salt bins permanently on the pavement, we surly do not need 2 together in the same place. Often l have to walk on the road because the bins are constantly blocking the pavement and the pavement the other side has been closed for a number of months due to builders.

The top of Truro road is getting worse with bins all over the place and now the recycling is not being emptied and paper, plastic, cardboard is blowing all over the street, as well as fly tipping.

Fly tipping is still happening at the top of Truro rd and still many bins and recycling boxes are left on the pavement

Bins continue to permanently block the pavement in this location. It is the councils responsibility to provide safe, accessible routes for pedestrians to use public highways i.e. pavements. Please provide a substantive explanation for why the council chooses not to take any action to remedy this or to provide adequate space for pedestrians to use Truro Road. Thanks
