Street light flashing on/off thro the day

Sent to Bristol City Council less than a minute later. FixMyStreet ref: 4189533.

The street light is flashing on/off during the day. 5 secs on, the 1 sec off, so basically it is on all the time during the day, thus wasting electricity. At night it works perfectly OK, i.e. on all the time.
