Thorny rose still a problem

Sent to Bristol City Council less than a minute later. FixMyStreet ref: 4196673.

REF 3915660 A few low branches have been broken off but some still hang down to head level. This is a THORNY hazard. The rose needs a extensive prun back to at least the boundary of this house. It will only grow back over pavement the owner seems to be deliberately obstructive to clearing this hazard. Ibelieve the owner has in past years did nothing until issues with an order from BCC.
