Outside church gates drain flooding

The church had lots foundation work done using fresh cement We have noticed drain is blocked and water and cement may have entered drain which could be reason of flooding weather has been quite nice but hate to think if we have a lot of rain there are huge bags not sure if waste material gravel earth or fresh cement, all I know lorry has been pumping quite a lot fresh cement into church grounds just thought better report it might just be other items leafs rubbish blocking drain Water looks green
