Footpath obstructed by caravan towbar

The owner of 87 Lisburn Road has a caravan stored in the front garden. The caravan is too large for the available garden parking area so is parked with the front of the caravan and its towbar protruding over the public footpath causing an obstruction tripping hazard (protrudes of 3/4 of the available footpath / pavement). Obstruction makes navigating with pushchairs or wheelchairs challenging and during the hours of darkness causes a hazard for individuals, particularly those with reduced sight.
