Broken pavement

The pavement is more or less destroyed and it’s getting worse. I have a question about how wet the ground is, who’s responsible for the storm drains? I’m interested to know if they’re intact. I’m concerned that there maybe a problem with excess water causing the pavement to crack. There is no problem with water leaks from water mains, this has been checked.
