Guttering under pavement is blocked

We have had significant work done to the front of our property to stop rising damp caused by flooding and poor drainage outside our front garden. This has been an issue for the two years we have lived here. The builder identified that the guttering which links the front of our house to the road via guttering that goes underneath the pavement is blocked or broken. This will be causing water to remain in the drain pipe and potentially causing damage to our property. Because it is located underneath the pavement he was unable to access and unblock or repair it. Our neighbour at 125 has the same issue. Could we please get someone to assess and repair the problem?
