Temporary lights, no works

There has been temporary 3-way lights at the junction of Stoke Lane and Frenchay Park Road for months, with no sign of any works. This is causing long tail-backs so is very frustrating. It also appears that many people have reported this to no avail. Please let me know what’s going on. Thanks
