Shrub installed yesterday is dead

Sent to Bristol City Council less than a minute later. FixMyStreet ref: 4496074.

A shrub was installed behind the bus shelter next to the tree yesterday, (approx waist height), but it appears to be a dead shrub, (because the top of leaves are brown/grey and very dead looking) please look into this, it may be that it wasn't planted by the council. Why was this put the by tree, even if it was alive it probably wouldn't survive this close to a tree.
