Rubbish left in alley ways ..

There are two alley ways at the top of the road where tenants and landlords just dump their rubbish .. foxes and rats are tearing the bag apart. The issue is further compounded by fly tippers bringing their own rubbish too. There are builders next door who also leave huge piles of rubbish (see photo). it is a small road where occupants must be more mindful about waste disposal !!
