Builders working on garage conversion not keeping their materials secure

Builders building a house on an old piece of land where a garage once stood have left a tonne bag of building sand in the side of the road. Due to rainfall it has ran down the road and completely blocked the drain at the bottom of our road.

The sand obscuring the drain has now been removed but the drain itself is blocked with what looks like concrete - there will be a flooded road if there is rain or any other water needs to drain here.
