Abandoned vehicle

I would like to report a taxed but not MOT'd vehicle, which I believe has been abandoned. It's been parked on the street outside my house and has not moved since approximately September 2022.
I have reported it to the police twice, the DVLA and DVSA none of which will/can take action, I have also put a message on my street's Facebook page to see if anyone knows who it belongs to; no-one knew.
I have recently noticed that it has mold growing inside it, on a street that already has parking problems it is causing an obstruction to parking.
The tax doesn't run out until 1st January 2024, it can then be reported to the DVLA, but that would mean it being abandoned for nearly 18 months. Can the process to remove it be started earlier? I have attached photos of the car (particularly the mold). The picture of the number plate was taken in November 2022.
The car registration is: DF05 KTJ
