Brambles and shrubs from library car park coming through fence

There is a large mass of brambles and shrubs in the fishponds library car park. The fence (maintained by Bristol city council) has large branches that have forced their way through and they are heavily encroaching on our garden. The fence is being put under a lot of strain due to the aggressive nature of these plants. It would be beneficial for everyone for these to be severely cut back and maintained

This is now an ongoing issue. The bushes and branches are damaging the fence (also owned by the council). It is now encroaching on the garden and disturbing the roots of trees and plants we have in the garden that we want to grow to fruition. Seems very unfair that we are having our garden damaged by council plants and nothing is being done to rectify this.
