Small utility covers below pavement level

I tripped here because these little round covers are not flush with the pavement. One is particularly low and I tripped but luckily did not fall into the road, because the person with me caught ne in time. This is near the top of Park Street and the shops in the photo can help see exactly where it is. It is on the City Hall side of Park Street near the top.
