Damage Caused to our Property from Vehicle Collision

A couple of years ago, our building was damaged by a vehicle collision as indicated in the photo. We made this good only for the same to happen again about a month ago. Both times the collisions have broken the rendered seal encompassing flammable insulation so as a result have increased fire safety risks for the blocks. We would therefore like to enquire how we could go about getting a bollard added immediately underneath this section of the building to prevent any future vehicle collisions when they mount the kerbs.
