Pavement obstruction

Seats are on the pavement outside Wilson’s obstructing the pavement on Brighton Road. I went inside and pointed out the problem asking them to move them and ask the customers to go inside. After 15 minutes the pavement is still obstructed and also an “A” board obstructing the dropped pavement.
