Abandoned private road with permanent bollards attracting anti-social behaviour

Sent to Bristol City Council less than a minute later. FixMyStreet ref: 4588187.

There is a private stretch of road on Redcross street which seems to have been designed for the intention of parking however there are bollards up. Drug users congregate on this road and in addition the bollards mean the road is completely pointless. Without cars there or activity there it feels unsafe at night. What is happening to this road and why was it built for no purpose.
