Water runs for days after rain

As you can see from the image. There has been water leaking from the ground for some time. For days after any rain, the water continues to cascade down the road and across several properties from the drain situated under this bush. This leak has been reported many times but Wessex Water and Bristol water insist that it is a Council issue as its a blocked storm drain. Please can someone sort it finally?

    There is definitely a problem here that is just more than surface water. This was still running after three days of dry weather. It is cracking the pavement and road as well as the water meters.
