Waste dumped behind gardens encouraging pest issue

I am the housing officer for Wedmore Vale and have noticed mounds of rubbish adjacent to the back gardens that form the edge of Northern Slopes around 100-130 Wedmore Vale. The rubbish is contributing to a bad pest problem in this area. Please can the area be inspected and for waste to removed, and if need be any shrubs that are encouraging wage to be dumped. The pest problem, if not managed will become detrimental to the local residents so the waste really does need to be removed.
