Mares tail infestation

Hi, there's a mares tail infestation in the access lane / track behind my house. In this area there a number of lanes that run behind houses. They're gated so I don't think they're the responsibility of the council however I'm hoping for some advice on how to treat the mares tails. It's now in all the gardens and I often see it on the pavements so seems to be all over the neighbourhood. Is there a department I can speak to about this as clearing it will require more than just looking at my garden. Thanks
