Wasps nest

There are multiple wasp nest growing on this tree I don't know were to report it I'm hoping someone here can help it's in the carpark of the high-rise building I live in and there are so many nests the tree looks like a apple tree but it isn't there are all types of people living in and coming in and out of the building once the wasps start coming out it's going to be a problem they need to be removed.
