Overgrown hedge, repeating problem

A house on the corner of tyntesfield road and nailsea close has left their hedge to grow half way into the road again and this is a single car road. This happens yearly and is currently in such a state that emergency services would not get to a house god forbid anything should happen to one of us in nailsea close. I don’t want to get anyone in trouble but it’s got to a point where it’s dangerous for the rest of us.
