Tree touch house and blocking guttering and downpipe

I've lived in this house since 2012. Although other trees in our street have been cut back back regularly, this particular tree hasn't been cut back once in the past 11 years. As a result it is now touching and overhanging our shared guttering.
As a result, the shared down-pipe from our guttering and the guttering itself regularly gets blocked and I'm having to pay for them to be cleared twice a year. Now my guttering has been buckled and water overflows onto my new rendering when it rains.
My neighbour on one side is a disabled old lady and there are Kurdish refugees on the other side. Neither of them have the money to clear the guttering from the overhanging tree leaves, which means the burden always falls on me. I don't understand why this tree always gets missed when the other trees are cut back.

A job has been raised with contractors and appropriate repairs or maintenance will be undertaken as soon as they can.
