Over grown garden at 98 two mile hill road effecting surrounding area

My mum lives in a bungalow on 100a two mile hill road. Number 98 two mile hill roads garden has become so overgrown, it’s busted her fence. Brambles have also now began to grow on to the path way and it has become a risk to walk down or drive down without getting injured. The tree is also over grown and looks at risk of breaking and damaging her property and anyone inside. She is an elderly pensioner and this is causing her sleepless nights and distress. I have attempted to knock at number 98 to discuss the issue but never get an answer so I’m not sure if anyone lives there any more. Please can this be investigated as a matter of urgency.
